Independent check: noon.com redirects to www.noon.com, but www.noon.com connections timed out (20-30s, no response) from this monitor - consistent with an edge/origin failure, not a fast bot-block. No independent user-report corroboration found for today; the Nov 1 Noon Payments settlement delay is a separate, resolved item. Classification: real outage signature, kept open.
